We use too much water during wet years, and we don't save enough for the dry years. Just using less water overall would help: wet years or dry years using less would make it easier to conserve water. Another way we can solve the drought problem in California is take water from the ground. Theres plenty of water underground in giant reservoirs that make it possible to solve the drought California is in right now.
